The European Commission has fleshed out its thinking on a new governance system for energy, including obligations for Member States. EU Energy Ministers endorsed these principles at a Council meeting in November, but it remains unclear what happens if national commitments are insufficient to meet EU targets.
Ministers also endorsed an informal agreement on OECD coal export credits. Finally, Belin reports on the latest Russia-Ukraine gas supply hiccups and developments in nuclear power: the Hinkley Point C case and Paks in Hungary.
